Yeah, this hotfix is intended for Windows Journal and I still don't have an idea how to get it through Windows Update, cuz target OS is XP Embedded, not TabletPC

Not only do you need to have a MSDN or Technet concierge service but you need to get lucky and get a agent who will not give up so easily and give you the telephone number for customer support, I got lucky and got all three of these hotfixes for XP Spanish

try to open an msi-package with Orca (or SuperOrca) and in the Tables section look for the strings "InstallExecuteSequence" and "InstallUISequence" - in both U'll find parameter "SkipInstallCA", it looks like as follows:
