Hello ricktendo64,
You can go to this link and try "Method 1":
How to request hotfix`s from Microsoft
Example:
http://support.microsoft.com/hotfix/KBHotfix.aspx?kbnum=........&kbln=en-us
And you should change the "........" by the KB article number "xxxxxx", this way:

Hi Cipherfx,
Welcome to the forum.
The file is working very fine to me, so the problem is in your side.
Anyway, you can download the version that I upload here:
Attention:
Always check the Digital Signature of the hotfix files from Microsoft. If these files were changed in any manner you will get an invalid signature.
Good luck,
Lance.

Hi bicus75,
The hotfix you are requesting was already posted in the Language Neutral Windows Vista Hotfix Downloads section.
Did you already try to install that file to see if it works in your version of Windows Vista?

Lance.

Olá Vallejo,
This hotfix was superseded by KB941644.
Microsoft Security Bulletin MS08-001 – Critical
This critical security update resolves two privately reported vulnerabilities in TCP/IP processing, so I suggest that you use this latest version just to be on the safe side. Or you can wait until the SP3 PTB goes to RTM.
Download:

Install this update using this command line:

Hi.
Can anyone tell me if this bug was fixed in SP3 (KB912650)?
Tooltips for some taskbar icons are hidden behind the taskbar on a Windows XP-based computer
Fix Windows Tooltips Showing Behind Taskbar
Tool Tip Manager prevents tool tips from being obscured!
There isn't Windows XP SP3 in my language, so I can't install it and tested myself.
Thanks in advanced.

You can't install this hotfix in Windows XP with SP3.
If you want to modify a hotfix you have to edit the "*.inf" files. Anyway, I don't recommend this action and the Microsoft do not allow you to do this.
Try to install this hotfix in your Windows XP with SP2 and see if you fix the problem.
If the problem persists, you should analyze these tips:
1-) If the chipset in your motherboard supports USB 2.0
2-) If the entry (jack, plug, socket input) of your "case front panel" or where you are trying to connect you device is really USB 2.0 Certified.
Why this?
a-) If you try to connect a USB 2.0 device in a USB 1.1 plug that is working with a chipset USB 1.1, you could have transfer problems;
b-) If you try to connect a USB 2.0 device in a USB 1.1 plug that is working with a chipset USB 2.0 (many "cases" comes with a USB 1.1 jack in the front panel), you certainly will have problems.
Your problems could be related to the hardware, and not with the software.
Best regards,
L.
