 Why cant I find some hotfixes on the microsoft website?

I found a critical MS hotfix required by NetApp Host Kits on the "thehotfixshare.net" website but not on Microsoft.com? Why does "thehotfixshare.net" have some hotfixes that MS does not?

Some hotfixes are only available to MSDN subscribers, so they appear not to exist to the public but they do on MS private site. Also MS will sometimes withdraw a hotfix for reasons only they know.
