Maybe its the eula.txt, hotfix is extracted to a temp folder on the encrypted drive then maybe notepad fails to be able to read it

I tried...1st they said they could get the Vista one fine but not Server...then they said they could not even get the Vista one because it was for internal testing or something Will have to wait awhile see if they release it to the public
