KB2633207 - A decrease in performance occurs on an Exchange server that is running Windows Server 2003 when the Store.exe process receives many requests Requested for Windows Server 2003 x64, ENU.

They don't seem to have packages available for XP, despite what it says in the article.

I also downloaded the 7.7 MB file. It took around ten seconds at 675 KB/s (±15 KB/s). I can download 1.95 MB/s peak (16 Mbit downstream/2 Mbit upstream). I'm in the eastern US too, though we call our area "the midwest" in relation to the original 13 colonies.

Affected or not, the Win2k3 x64 package will install on XP x64. It seems to me that Computerworld is making more of the situation than is warranted. Microsoft does have a point:

I was an early adopter for XP and wrestled with bad drivers, bugs and incompatibilities in the first year. I was happy with the release of SP1 when the OS became more stable as the drivers continued to evolve. I moved on to XP x64 shortly after SP2 was released for it in May, 2007. The release of Vista x64 later that year improved driver quality and driver availability for XP x64 considerably as hardware vendors finally started to pay real attention to x64.
